Operations Division (OD)

Mission

To provide strategic leadership, direction, and oversight of the Army Food Service Program worldwide, ensuring effective management, policy integration, and operational excellence in support of the Quartermaster General and HQDA G-4 objectives to sustain and enhance Soldier and unit readiness.

Functions

  • Represent the Director, Commandant; T2COM, and DA G4 on issues involving subsistence management and feeding in both garrison and field environments.
  • Serve as DA food adviser for the Reserve Components.
  • Army lead for operational rations and nutrition. Serves as veterinary sciences technical advisor and the environmental health sciences technical advisor to DA G4 and the QMS.
  • Develop DA publication of all regulations and doctrine governing the Army Food Service Program. Provides automated Class Ⅰ system reports and Army feeding data to DA G4. Develops Army Prototype Performance Work Statement for garrison dining facility contracting.
  • Develops Military Construction, Army (MCA), renovation and décor projects and budget for Army installation dining facilities. Serve as Army lead for equipment supporting garrison and field food service operations.
  • Provides the Army oversight for the Army Food Service Program. Evaluate, train and report food service operational findings and develop and coordinate with Operations Division.
  • Administer the Army G4 Philip A. Connelly Award Program recognizing excellence in field and garrison operations.
  • Advises the Army representative/voting member on joint service committees. Provides link between HQDA ODCSLOG, MACOMs, Installations, and the food industry.
  • Researches, develops, coordinates input from Army and other service organizations, proposes doctrine, policy and regulatory procedures to meet changing peace and wartime requirements.
