Chief Warrant Officer Five Leslie Carroll’s leadership and technical expertise in the last nine years of her 31 years of service were central to the Army’s property accounting and unit supply transformation during one of the most turbulent periods in our history. Her decades of experience at the tactical and operational levels gave her the expertise to lead 41 Soldiers as the Division Property Book Officer, 2d Infantry Division, Camp Casey, Korea. Setting the stage for her to lead strategic change from 2003-2012 during two simultaneous theater level conflicts and modularization of Army structures. She mentored numerous Soldiers to become Warrant Officers, and several junior Warrant Officers to eventually earn the rank of Chief Warrant Officer Five. During the periods of June 2003 to 2008, Chief Warrant Officer Five Carroll served five years in the Army G-4 Supply Division, re-shaping property accountability policy as the Army faced challenges to rapidly adapt to simultaneous warfare in Iraq and Afghanistan, Congressional mandates for auditable records, and modernize asset management. Chief Warrant Officer Five Carroll led the Army’s conversion to the Department of Defense (DoD) Financial Liability Investigation of Property Loss system, re-writing several Army regulations and conducting command-level training to ease transition. She directly facilitated the Army’s first enterprise property accounting software, Property Book and Unit Supply - Enhanced (PBUSE). During the time-frame of 2008-2010, she standardized the Assistant Secretary of the Army (Acquisition, Logistics and Technology) (ASA (ALT)) processes to close accountability gaps during new equipment fielding, reconcile G-4 and G-8 equipment and asset reporting, and reduce procurement costs. Her vision and leadership within the Army G-8 from 2011 to 2012 dramatically improved Army G-8 Readiness reporting.
