Operations
OTMD Mission:
The Operations and Training Management Directorate (OTMD) provides the centralized focus for the QMS and works across all training organizational elements with full responsibility for planning, coordinating and supervising training actions. Responsible for central tasking within the QMS, planning of operational training support missions, safety guidance, force protection/anti-terrorism, ceremonies and special events.

- Mission:
Responsible for central tasking within the QMS, planning of operational training support missions, safety guidance, physical security, force protection/anti-terrorism, ceremonies and other special events.
- Organization:
The Operations Division consists of Operations, Security, Tasking, Safety and Facility Management.
- Functions:
The Operations Division primarily functions as the central tasking office for the QMS. Additionally coordinates with Director of Plans, Training, Mobilization and Security, Fort Gregg-Adams on filling of all tasking and OPREPs for the QMS. Manage and monitor requests for support for the QMG. Responsible for all mission support requests, operational orders, and operational functions.
- Assigns and monitors all internal and external tasking and requests
for information. - Makes recommendations, tracks, and reports all individual temporary change of station (TCS) tasking and TDY assignments.
- Process Temporary Change of Station requests for orders for all individual augmentees.
- Coordinates requirements and special requests of the Commander with other on-post organizations.
- Maintains the QMS Long Range Training Calendar through
coordination with internal and external staff agencies. - Prepares all QMS Operations Orders.
- Responsible for all General Officer level ceremonies conducted by
the QMS. - Produces and updates all operational standing operating procedures to include operational reporting, severe weather/disaster response, and force protection.
- Responsible for the collection, filing, monitoring, and reporting of serious incidents/operational reports (OPREPS).
- Responsible for the Anti-Terrorism and Force Protection programs.
- Perform Emergency Operations through the Installation Operations Center (IOC).
- Responsible for the QMS staff duty procedures.
- Responsible for both external and internal QMG-hosted Command
and Staff meetings, all TRADOC-reportable documents, QMS Command Training Guidance and Departmental Quarterly Training Briefs. - Supervises the Facilities, Supply Support and Safety Offices.
- The Facilities Support/Supply Office manages all facilities and real estate assigned to the QMS and brigade; monitors the
organizational maintenance on all training facilities; and maintains supply accountability for all property assigned to the QMS headquarters. - Interfaces with SCoE, Installation Management Activity, and other headquarters as required.
- Provides facility support to all QMS departments and the brigade.
- Assigns buildings and training areas to QMS units and departments; turns buildings and training areas back over to DPW&L.
- Maintains close liaison with the Directorate of Public Works & Logistics (DPWL), Directorate of Plans, Training, Mobilization, and Security (DPTMS), Directorate of Information Management (DOIM), and other SCoE and Fort Gregg-Adams activities on matters of support.
- Supervises the upkeep of Mifflin Hall and surrounding grounds; monitors performance of custodial contract work in and around
Mifflin Hall. - Supervises the use of Mifflin Hall parking lot.
- Develops and coordinates Mifflin Hall bomb threat plan, fire plan, Environmental Conservation Plan.
- Manages the physical security program for the QMS and brigade.
- The Safety Office analyzes and subsequently develops Risk Assessments for all QMS events, and is responsible for the overall safety posture of the QMS.
