- Develops policies and procedures pertaining to the conduct and administration of resident training. The division participates in the development and implementation of newly developed programs and maintains liaison with higher headquarters, activities, and agencies outside the QMS.
- Assists the C, TMD in analyzing procedures and mission changes.
- Serves as the Mobilization Planner for the QMS. Maintains liaison with the installation mobilization planner and higher headquarters in all matters pertaining to the expansion of the training base for mobilization. Coordinates projections and resource availability with the training departments. Creates the Mobilization Army Program for Individual Training (MOB ARPRINT) through the Army Training Requirements and Resources System (ATRRS). Produces the Training Requirements Arbitration Panel (TRAP) document through ATRRS which serves as the mobilization execution document. Publishes and updates Annex J to the Fort Gregg-Adams Mobilization Plan. Represents the QMS at all Emergency Operation Center installation meetings once mobilization is declared. Participates in mobilization exercises.

Evaluation, Coordination, & Scheduling
- Serves as the POC for the Structure Manning Decision Review (SMDR) to validate training requirements and capacities.
- Coordinates resource availability for projected student loads.
- Serves as the central coordination facility for all training and activities conducted in residence by the QMS.
- Works with DA, TRADOC and the training departments to identify and resolve training and scheduling constraints.
- Determines the requirements and scheduling of training resources, such as classrooms.
- Approves/disapproves any scheduling changes such as early graduation requests for individuals and classes and enters the changes for classes in ATRRS and RITMS. Sends approval/disapproval via RITMS.
- Evaluates requests for waiver of resident course prerequisites, equivalent credit, and requests for Commandant's quotas.
- Serves as the School central coordinator/higher headquarters liaison for all matters pertaining to the Interservice Training Review Organization (ITRO).
- Coordinates with DA and TRADOC staffs to facilitate optimum utilization of proponent school training resources. Using the quota and reservation system in ATRRS, determines whether projected classes will be conducted or canceled.
- Serves as the proponent school POC for ATRRS in order to provide student input forecasting data and other mission data for the Command Group, departments, and outside agencies.

Preparation of Reports, Studies, and Data
- Conducts research/studies for command staff in regard to resident training issues.
- Prepares command level briefs, background studies, and correspondence in regard to resident training issues.
- Prepares a variety of directives, reports, briefings, information papers, and correspondence pertaining to resident training.
- Compiles and analyzes training capacity data.
- Enters class schedules for resident courses into ATRRS and the Resident Individual Training Management System (RITMS) databases.
- Maintains related control documents for each resident course.
- Compiles statistical data; identifies requirements for collecting, analyzing, and acting on feedback data in assigned areas of responsibility. Maintains related records and prepares necessary charts, reports, information papers, decision papers, and briefings.
- Processes overbooking procedures based on CG/AC's decision on a class-by-class basis.
- Processes unprogrammed training requirements for Reserve Components or Active Army support.
- Develops and maintains memorandums of instruction (MOIs) on procedures pertaining to resident training.
- Prepares the TRADOC status report (TSR) for the signature of the CG and submission to TRADOC.
